Finally after lot of speculation, Microsoft has confirmed that Windows 7 is ready for Release Manufacturing.
At Microsoft Global Exchange (MGX) Conference Steve Ballmer made this announcement.
It was expected that Windows 7 RTM 7600 will be final RTM. This means that after various testing and validation checks Windows 7 is ready for release. Windows 7 Blog also confirmed that RTM is sign off.
Some torrent sites are calming that final RTM is available for download. The latest build is 7600.16385.090713-1255.

ISVs/IHVs/MSDN and Technet Subscribers: August 6th
Volume License with Software Assurance: August 7th
Microsoft Partner Program Gold/Certified Members: August 16th. Remaining languages will be available by October 1st.
Microsoft Action Pack Subscribers: August 23rd. Remaining languages will be available by October 1st.
Everyone else: October 22nd
